A detailed description of the long series of ground-based observations of 88 Her is given. High-dispersion spectrograms covering the period from 1963 to 1979 and the UBV photometry from 1968 to 1981 are mostly employed. The data show :1. Periodic variations of the radial velocities of the shell Balmer lines and of the V/R ratio of the double Hα emission line with a period of 86.7221 days, which seems to be stable since 1912. 2. Doubling of the Hα absorption core on the descending branch of the RV curve. 3. Long-term variations of the brightness and colour of the star correlated with substantial changes of the intensities of absorption and emission lines in the optical spectrum. A discussion of these data and the limitations they impose on various models of the Be phenomenon are given in a separate paper (Paper 7B).
