Dispersion and decay rates (or growth rates) are found for waves in a relativistic plasma in a number of new asymptotic limits. One of the central problems associated with the turbulence mechanism of a pulsar plasma is the manifestation and hierarchy of instabilities - a problem of particular interest inasmuch as Mikhailovskii has shown that cyclotron excitation of Alfven waves in an electron-positron plasma is impossible. Cyclotron oscillations at a frequency of omega-sub-B mc-squared/T are found.
