Numerical solutions are obtained for the equation of the anisotropic diffusion of solar cosmic rays (with allowance for convection processes and particle-energy variations in interplanetary space) and for the kinetic equation of solar-cosmic-ray propagation. The solutions obtained and an analysis of experimental data are used to study the effect of long-lived high-velocity solar-wind flows on the propagation of fast protons generated in solar flares. It is shown that the motion of fast charged particles with a low degree of scattering can occur in high-velocity solar-wind flows.
