Scientific paper

The paper derives a characteristic function allowing one to determine the probability distribution of the initial eccentricity of elliptical orbits in the case of a given correlation matrix of satellite injection errors. The problem of calculating the probability distribution is reduced to finding the roots of the characteristic equation of a bundle of quadratic forms and main matrix elements.
