Calculations are reported for the nucleosynthesis of light elements in a big-bang model universe with primordial black holes (PBHs). The production of H, D, He-3, and He-4 is determined as a function of the PBH mass spectrum. Comparison between theory and observation sets an upper limit of 0.03 on the amplitude of the initial density perturbations.
