The UV background at high galactic latitude was obtained from IUE data. Results confirm previous observations for line emission and continuum. An interpretation of the peculiar shape of the continuum as due to the radiative decay of a cosmic relic particle with a mass of 15 eV and a lifetime 10 to the 17th power years is considered. Predictions on the lifetime of massive neutrinos in the Glashow-Weinberg-Salam model indicates that this particle could not be identified with the ordinary neutrino. Lifetimes for neutrinos compatible with the upper limit can be obtained in the models of mirror leptons. The distribution in the Universe of these particles seems to be related to the large scale matter distribution as observed in the Local Supercluster. This particle could be clusterized in the halo around the Supercluster with a density enhancement factor of 5.
