Heliophysical methods of predicting solar flares are inadequate for evaluating the spectral index and intensity of solar cosmic rays observed in the proximity of the earth. The possibility of predicting the behavior of these parameters from measurements of the differential intensity of solar cosmic rays immediately after a flare is demonstrated. A method based on the optimization of the beta-parameter in the prediction of solar cosmic ray spectra is proposed.
