A Fourier interferometric spectrometer system has been built for studies on atmospheric gases at temperatures between ambient and 220 K. An improved technique for reducing total observation time when background corrected spectra are needed has been tested using the ammonia spectrum between 60 and 170 kaysers. New measurements on the torsional band of chlorine nitrate near 120 kaysers are reported for 300 and 250 K. The preliminary results of numerical calculations and group theoretic considerations on the torsional mode of this molecule are presented.
