The possible importance of collective relaxation effects in establishing the internal structure of cosmological matter condensations is considered. A crude semiquantitative relaxation model for gravitational clustering is examined which predicts a power-law two-point galaxy-correlation function at small distances with an exponent that is independent of cosmological initial conditions and consistent with the value of approximately 1.77 measured through galaxy-correlation studies. It is found that mass and energy conservation alone constrain the exponent in the relation for the final density distribution to a very narrow range.
