A two-layer incompressible-fluid model is used to examine the propagation of Rossby solitons in the upper atmosphere at a height of about 100 km. Disturbances corresponding in the linear approximation to the first baroclinic Rossby wave have a characteristic scale in the horizontal plane of 3000 km and move along a parallel toward the west with a velocity of 10 m/s. The motions of neutrals in a region where the soliton is localized near the turbopause are concentrated in the horizontal plane and have the form of a vortex (a cyclone or anticyclone depending on the vortex-rotation direction).
