It is suggested that positive phases of F2-region storms occur as the result of heating by soft particles, precipitating into the daytime-cusp region and producing a meridional neutral circulation, directed toward the equator. This hypothesis explains the observed occurrence of positive ionospheric disturbances prior to the commencements of magnetic storms, the existence of isolated positive disturbances unaccompanied by the negative phase, and the relationship between the integrated intensities of the positive and subsequent negative phases of ionospheric storms. The channels for the transmission of solar-wind energy through the magnetosphere and ionosphere are other than those that operate in the case of negative phases.
