The paper presents a theoretical analysis of the excitation of three-wave envelope solitons in the case of two-frequency sounding of the ionosphere and the propagation of such solitons in a slightly inhomogeneous plasma. Boundary and initial conditions necessary for the excitation of solitons with specified parameters are presented. The minimum width of the solitons is shown to be determined by differences in electromagnetic-wave velocities; for the ionospheric plasma in the case of 1 V/cm electric fields of the electromagnetic waves, this width amounts to about 10 km.
