Interactions of Rydberg atoms with plasma particles lead to lowering of the ionization potential and nonrealization of upper states of atoms. It may be interpreted in terms of decrease of the upper level populations: bn→0. The differential equation for bn with this boundary condition (instead of bn→1) has been solved. The descending branch of the bn-curve has been solved. The descending branch of the bn-curve has been calculated. The result influences the interpretation of observations of carbon recombination lines at decametric waves.
