The static uniform electric and magnetic polarizabilities of the vacuum in arbitrarily strong magnetic fields are obtained as appropriately taken limits of the full frequency- and wavenumber-dependent vacuum polarization tensor. This tensor is calculated in the bubble approximation as an infinite sum over the electron-positron Landau states. Relationships between the general dynamic polarizabilities and their static counterparts are reviewed, and the elements of the tensor that can be conveniently used in the computations are identified. The explicit calculation of the various polarizabilities is presented in terms of different representations from which the behaviors in the presence of small and large magnetic-field strengths can be immediately inferred. Implications of the results are discussed for the structure of electrostatic- and magnetostatic-field configurations as well as for low-frequency wave propagation in ultrastrong fields.
