Kinetic theory is used to analyze the structure of the disturbed zone near an electric dipole situated in a collisionless plasma; the radius of the dipole's rods is assumed to be small in comparison with the Debye radius while the radiation frequency is near the plasma frequency. A solution is obtained for a self-consistent system of equations describing the particle distribution functions, the amplitude of the HF electric field, and the value of the constant electric field arising due to the effect of ponderomotive force. It is noted that the results are of interest in connection with the interpretation of effects arising in the near field of a thin dipole used to measure electron density profiles from a satellite.
