An analysis of Vega TV images was used to determine the photometric characteristics of the nucleus and internal coma of Comet Halley. The spatial distribution of the brightness coefficient of the nucleus and the coma is examined along with the variation of the spectral brightness coefficient of the brightest part of the nucleus as a function of the phase angle. These data indicate that the surface of the ice nucleus is covered by a layer of dark porous material, or that the comet is surrounded by a shell consisting of particles with a low single-scattering albedo. The results obtained are used to estimate the vertical optical thickness of the boundary dust layer.
