The data base and the reduction methods used to determine the surface brightness of the southern Milky Way in the UBVR spectral bands are described. By averaging the photographic plates which were the primary data for this study, it was possible to compensate for their low precision. Problems deriving from the failure to eliminate the contributions of bright stars, to find the correct and consistent calibration of different scans, and to separate out the zodiacal light, airglow and atmospheric scattered light, are solved in the course of the present reductions.
