We present FUSE and HST/STIS measurements of the PII column density toward Galactic stars. We find that phosphorus is not depleted in the diffuse neutral gas. Moreover, we derive a uniform N(PII)/N(OI) ratio, consistent with the solar P/O proportion. This implies that PII and OI evolve in parallel in the ISM. We argue that phosphorus, as traced by PII, is an excellent neutral oxygen tracer in various physical environments.
