To adequately test changes in the operating procedures for the FGS it is necessary to have a observing sequence which generates comparative FGS data. As the FGS's primary purpose when used in the PCS is to maintain the stable pointing of the spacecraft, this test attempts to use the FGS's to both control the vehicle pointing and measure the resulting vehicle pointing stability.
