The stochastic electromagnetic structures presented in this paper are particles in the sense that they have mass and they are at rest in an inertial frame of reference. They are unusual in that the divergence of the stress-energy tensor is not equal to zero. However, in the rest frame of the particle, the volume integral of the expectation value of the divergence of the stress-energy tensor does equal zero in the limit as the radius goes to infinity. Furthermore, the expectation value of the stress-energy tensor is finite and continuous everywhere.
