The dynamics of the production of local magnetic structures in the solar atmosphere, such as active regions, ephemeral regions, X-ray bright points, and others is studied. The dependence of the number of the produced local magnetic structures on their area is described by the Paretot distribution. The relationships of the local magnetic structures to the realization of various models for solar flares and processes of particle association on the sun is discussed.
