The authors have analysed the velocities of the sample of high-velocity clouds detected by Giovanelli (1980). The sample can be made consistent with a flow of neutral gas clouds from the Milky Way halo to the disk, which is characterized by a z-velocity between 0 and -100 km s-1, and a galactocentric velocity of between 0 and -100 km s-1, while the cool material in the halo, being between 2 and 5 kpc from the disk, participates only to a limited extent in the differential rotation of the Milky Way. The overall behaviour suggests a galactic origin, supporting the hypothesis that the HVCs are the cooling part of the Galactic Fountain circulation. The inflow rate is about 3×10-3M_sun;kpc-2yr-1 as required by galactic evolution models but the gas may be of near solar composition.
