The zone of fast westward plasma drift observed at premidnight hours at subauroral latitudes is explained as the effect of the polarization of a quasi-annular magnetospheric zone situated between the boundaries of forbidden regions of hot ions and electrons drifting from the magnetotail in the sunward direction. The field in the region increases by an order of magnitude compared with the field in the plasma layer. Two layers of field-aligned currents of opposite direction are generated at the edges of the region.
