A nonprimordial origin of the microwave background is suggested as an alternative to origin during the hot big bang. Equations are derived which indicate that the ratio of photon density to baryon density is proportional to the fourth root of a 'large number' (approximately 10 to the 40th power), so that a value of roughly the same order as the observed value of approximately 10 to the eighth power is obtained. Three astrophysical arguments for a phase of pregalactic star formation are considered, and the likelihood of a large radiative output from pregalactic events at time less than or approximately equal to 10 to the seventh power is discussed. This radiation could be thermalized, and its temperature would be comparable to that of the observed microwave background.
