Large scale asymmetry is relatively common in galaxies. To understand better their internal structure and to evaluate the long term stability of asymmetric galaxies, we would like to be able to construct self-consistent models for these galaxies. Schwarzschild's linear programming method for constructing self-consistent gravitational potentials is extended to those that vary periodically over time, and "almost" periodically. We look at the qualitative characteristics of orbits in a sample potential representing a rotating galactic bar set off-center with respect to a surrounding disk or halo.
