We present data and preliminary analysis of a combined imaging and spectrophotometric survey of a complete subsample of the Uppsala General Catalog (UGC). V-band images have been obtained for all the UGC galaxies within two narrow strips of sky covering 700 square degrees. Integrated spectrophotometry in the wavelength range 3700 Angstroms to 7000 Angstroms have also been obtained for the objects in the sample brighter than V 15. This survey of over 400 galaxies has been designed to study a representative sample of the local field galaxy population near L*. Its primary purpose is to provide a foundation of bright galaxy data at zero redshift -- essential calibration data for the large number of faint galaxy studies at high redshift -- with the accuracy needed to measure subtle levels of galaxy evolution at statistically meaningful levels.
