Long slit spectra, CCD images, and near-infrared photometry have been obtained for 22 out of a complete sample of 86 optically identified galaxies detected at 60 microns during the IRAS minisurvey. The observations do not reveal these galaxies to be exceptional with regard to nuclear activity or morphology. Except for possible weak Seyfert activity in three cases, all the galaxies exhibit H II region type optical spectra and all are spirals apart from one ring galaxy and one star-bursting irregular or possibly multiply interacting system. Visual evidence for dust together with visual near-infrared colors imply that up to about 50 percent of the galaxies suffer abnormally high internal absorption which may be sufficient to account for the observed bias toward higher L(IR)/L(B) ratios compared with optically selected samples. The distribution of L(IR)/L(B) ratios after dereddening is consistent with normal rates of star formation in the disks. The surface density of normal spirals detectable by IRAS is estimated at 0.5/sq deg.
