A theory is proposed for explaining formation of the Jovian complicated narrow-band S-spectra. It is based on the linear converting of plasma waves on the Io-Jupiter flux tube perturbed surface. The U-like dynamic spectra, ones with abrupt changes of the drift rate, and other experimentally observed spectra are shown to be formed in the case of the surface perturbed by two waves, depending on the relations of their phase velocities, wavelengths and amplitudes. A number of characteristics of the waves perturbing the Io - Jupiter tube were obtained from experimental data.
