The spectral indices of 68 radio shell supernova remnants show no correlation with supernova radius, supernova age or galactic height. This is interpreted as an indication of a repowering process active throughout most of the life of a supernova remnant. Bell's (1978) repowering mechanism is highly appropriate in this respect, since for each supernova remnant it yields a spectral index dependent on the precise, and detailed, equation of state. Adiabatic and isothermal equations of state yield spectral indices of 0.5 and 1.1 respectively, indicating the dynamic range dependence of spectral index on the equation of state.
