For an isotropic cosmological model with relativistic gas a canonical time parameter is determined which corresponds to a synchronous reference system. A canonical quantization of the model is carried out. In quantum theory the radius of Universe is an operator-valued time function the values of which at different instants of time commutate each other, while the state of the Universe itself does not change in time. That means, in particular, that in experiments where the radius of the Universe is measured during a finite time interval in the past or, for the closed model, in the future the attainment of a singularity is inevitable.
