The inferences that may be drawn from the 14 observed values of the periastron passage times of the binary pulsar PSR 1913 + 16, obtained during a period of observations of about 6 yr by Taylor and Weisberg (1982), are presented. The timing formula of an orbiting pulsar is briefly discussed, and the formula is modified slightly for the case where the interval of observations is many times the orbital period. This result is applied to the binary system under consideration, obtaining the result that the projection of the center-of-mass velocity over the orbital plane cannot exceed 15 km/s.
