Assuming a universal upper limit of about one trillion K, for the temperature of the initial state of the Universe and explicit by taking into account the strong interaction between hadrons, it is proposed that in the earliest stage of the Universe, the numbers of photons and nucleons-antinucleons should have been nearly equal, but greater than the present nucleon number by a factor of about 10 million. Accordingly, the 3 K background radiation would be generated for the most part by annihilation of nearly all primordial heavy particles.
