Results are examined from an investigation of the magnetic fields in active solar regions with and without filaments to determine observational criteria for stable quiescent prominences. Specific attention is given to the quiescent filament located between the active regions SD319 and SD329 with comparative analyses of magnetographic and H-alpha observations. The observational analyses suggest that the magnetic field configuration is the most important variable in determining the state of the prominence plasma.
