Consideration is given to the matter of the universe after recombination
as an expanding gas. It is argued that the Jeans-mass obtained for this
gas may be essentially larger than is usually expected. It is concluded
that the discrepancy between the theoretical Jeans-mass and the observed
masses of the galaxies may be mitigated.
