The influence of a plasma on the energy loss rate of a single relativistic electron due to synchrotron radiation, inverse Compton scattering, and bremsstrahlung is considered. Whereas the bremsstrahlung and inverse Compton loss rates do not change as compared to the vacuum case, the synchrotron loss rate is drastically different from the vacuum behavior at Lorentz factors less than γR(sin Θ)-1, with γR = 2.1 x 10- 3(ne/1 cm-3)1/2 (B/1 G)-1, where Θ is the angle between the velocity vector of the radiating electron and the magnetic field direction. However, the total energy loss rate also including Coulomb losses is not affected as compared to the vacuum case because of the modification of the synchrotron loss rate. Thus, the Razin-Tsytovich effect is ruled out as being responsible for the sharp cutoffs in the electron energy distribution function inferred from observations of a variety of BL Lacertae objects and quasars, and the case for earlier alternative explanations based on the interplay of diffusive shock wave acceleration and radiation losses is made stronger.
