Possibility of sending a spacecraft to comet Encke with a mooring and hard fixing of a descent probe on the cometary nucleus is considered. The astronomical and astrodynamical aspects of the mission are discussed. The descent probe fixed on the comet nucleus will be able to transmit not only various data about the structure and composition of the nucleus, the coma, and the tail of the comet; but also to function as an original longliving interplanetary probe returning to the Earth data about solar radiation, solar wind, cosmic rays, meteoric particles, interplanetary dust, and magnetic fields at the distance of 0.34 - 4.1 a.u. from the Sun.
