The paper shows that the excess variability that arises in the formation of spectral estimates from randomly sampled arrays of data can be reduced below the levels provided by previous estimators. The stability of estimation was achieved by estimating the spectral components of each block so that a new filtered data set with a lower mean square can be provided for the remainder of the spectrum. Theoretical predictions of the bias and the variability to be expected have been derived and tested against numerically simulated data; this provides a guide as to the most effective filtering bands for each situation. The method was particularly effective when a narrow band signal is contained in the data; previous analysis at high frequency required a large amount of data, but this method uses low frequency energy which can be effectively removed, making much improved and more efficient use of the data.
