The Kramers-Kronig relations are applied to cosmologically distributed dust. Using only very general considerations, a lower bound is obtained for the quantity of dust required to produce a given optical depth tau(p) at an observed wavelength lambda(p). It is shown that very large amounts of dust must be present at redshifts z greater than about 10 if the submillimeter background reported by Matsumoto et al. (1988) is due to thermal emission from cosmological grains. This result is independent of specific grain models, with the unique exception being conducting grains which are either needlelike, platelike, or of extremely low density.
