A physics-based data assimilation model of the ionosphere and neutral atmosphere (GAIM) is under development with funding from the DoD MURI program. The goal of this effort will be specifications and forecasts on a spatial grid that can be global, regional, or local (50 km x 50 km). The specifications/forecasts will be in the form of 3-dimensional electron density distributions from 90 km to geosynchronous altitudes (35,000 km). One of the major drivers for this model is the thermospheric neutral wind, which shows significant variability on both spatial and temporal scales. In this paper we will use inferred neutral winds from global TEC observations to reconstruct the global neutral wind field. As a first step, we use TEC measurements to derive the neutral winds at the location and time of the measurements by running the ionospheric model until we get the best agreement between the calculated and the measured TEC. These inferred, local, neutral winds will be fitted with a vector spherical harmonic expansion to obtain a global wind pattern. Results from this neutral wind reconstrucion, and a comparison with the climatological HWM winds will be presented.
