The consideration of homogeneous, incompressible, isotropic, nonrelativistic turbulence in a uniformly expanding universe shows that the derivation of the decay of rms velocity from the Loitsyanskii invariant is in general incorrect. It is shown that this derivation is valid only in the terminal stages of the decay. It is concluded that the Loitsyanskii invariant is not an invariant when the inertial transfer of energy dominates viscous dissipation.
