General relationships are obtained between the cross section of the dissociative recombination with the formation of highly excited atoms and that of the dissociation by collisions of electrons with molecular ions. Some concrete calculations are carried out for the H2+ ion. The accuracy of the dipole approximation for calculations of the cross sections of the excitation of ions by collisions with electrons is discussed.
