A wave model for the electron acceleration that leads to discrete auroras is proposed. Measurements of accelerated electrons are used to deduce the wave spectrum and the nature of the waves responsible for the acceleration. The waves are identified as longitudinal electrostatic (Langmuir) waves. Generation of the waves by the streaming ions observed at the plasma sheet boundary is considered. It is demonstrated that sound turbulence produced by the ions leads to the generation of the required Langmuir waves. The development of the power profile of the ions, waves and electrons, between 20 RE and the atmosphere, is described, and it is shown that the ion power at 20 RE can account for the electron power observed close to the atmosphere.
