The initial conditions of the Tolman metric are studied. In the hyperbolic case an exact condition leading to shell crossing is found. It is conjectured that shell crossing is a good way to form galaxies and voids in a hyperbolic universe dominated by baryons. A comparison with the standard gauge-invariant theory of small perturbations is also presented.
