The dispersion equation for the spectrum of plasma oscillations in the region of closed force lines of the magnetosphere of a pulsar is obtained in a uniformly rotating coordinate system with a neutron star. The dispersion relations for the oscillations propagating along and transversal to the closed force lines of the magnetosphere of the pulsar are analysed. It has been shown that in the pulsar plasma in the region of closed force lines high-frequency cyclotron radio waves can radiate.
