Plasma turbulence excited by ion beams moving across a magnetic field is considered. Turbulence spectra are calculated. The induced scattering cascades the energy into the frequency range close to the low hybrid one. The modulational instability and collapse take place here. The absorbed energy is transferred to ions and electrons. It is shown that power distribution of the accelerated particles occurs. The beam energy is transferred mainly to the fast electrons accelerated up to the energy exceeding the energy of beam ions.
