A method of photographic determination of the gravitational deflection of light by the sun under noneclipse conditions is proposed that is suitable for both ground-based and orbiting instrumentation. The basic data are a set of frames exposed through a suitable optical system to a star field in which the sun is located and some frames of the same field through the same optics but without the sun. Expressions for the plate constant, the standard deviation of a star position measurement, and the change in sky brightness due to changes in height of observing position and angular separation from the sun are given. In order to achieve 1% accuracy, which is the degree required for meaningful discrimination between the Einstein theory and the Brans-Dicke theory, calculations for ecliptic star fields showed that 80 plates would be necessary for ground-based determination. For determination from satellite orbit, the same number of frames would be needed, but each frame would contain more images to be measured.
