The spectral theory is developed in full to bring out the relationship between swinging wave packets and exponentially growing wave trains in the conventional infinite sheet model with uniform differential rotation. The theoretical results obtained are compared with those presented in the preceding paper, which is based on the local dispersion relationship for wave trains. General agreement is found. It is pointed out that there may be coexistence of quasi-stationary grand designs with transient spiral features that evolve at a rate comparable to that of shear. The quasi-stationary state may be expected only for certain regimes of dynamical parameters.
