A mechanism is developed to explain the abrupt changes in the period of pulsars. It is found that instabilities in the magnetization of the electron component of neutron stars may be a result of oscillations in the magnetic susceptibility of a relativistic electron gas due to quantization in a magnetic field. It is shown that these instabilities must lead to abrupt changes in the pulsar period as the magnetic field changes or the star cools.
