The possibility of using radio interferometry techniques with natural radio sources for measurement of mean sea level in mid-ocean is discussed. Some of the operational characteristics peculiar to sea-based measurements are examined, and a basic design of a shipboard system is proposed. The desirable characteristics of extraterrestrial radio sources as references sources are discussed. An error of 1-3 cm is estimated for the proposed system.
