Approaches to relate phase velocities of unstable waves to ionospheric electron drift velocity are outlined, and an experimental investigation of plasma parameters related to two stream instability is proposed. Evidence suggests that plasma waves, excited by the two stream instability in the auroral E region, have phase velocities, which qualitatively agree with theoretical predictions. Power spectral observations with the STARE radars in conjunction with in-situ measurements of the plasma parameters which govern the unstable waves, would allow a detailed quantitative analysis. It could also lead to an improved accuracy of the ionospheric electric field estimates, which can be deduced from the STARE radar measurements.
